The City of Riverside seeks a full-time Deputy Clerk. This position will perform basic office duties, assist with finances, address citizen inquiries, and handle all utility billing functions. Requires proficient skills with Microsoft office programs, excellent oral and written skills, ability to multitask, and work independently. DEPUTY CLERK
SUPERVISOR: Mayor
EMPLOYMENT STATUS: Regular full-time
JOB SUMMARY:
Under the direction of the City Clerk performs all aspects of the utility billing, coordinates financial and accounting tasks, performs clerical work, maintains legal records and documents, and acts as a back-up for the City Clerk.
DUTIES:
- Performs all aspects of utility billing including, but not limited to, receiving, recording, and reconciling payments; data entry; billing; collection of delinquent accounts; look-up and analyze utility accounts; prepare correspondence; filing and other general clerical duties required to meet all deadlines within the utility billing cycle.
- Assists in the direction and coordination of the City Clerk’s office. Acts for the City Clerk in case of absence.
- Meet and greet the public in person and by telephone. Responsible for routing matters to appropriate staff members.
- Reply in person, telephone or correspondence to inquiries from the public; supply general information on utility billing; refer more difficult queries to appropriate staff members.
- Performs clerical duties and related work as required to assist City Clerk in the area of financial administration, including preparation and maintenance of records necessary for payroll, budgetary totals, revenue and expenditures controls, and other financial transactions of the City.
- Maintains confidentiality of documents as required.
- Provide assistance on maintaining and updating the City’s website
REQUIRED SKILLS AND ABILITIES:
- Must have ability to establish and maintain effective working relationships with City officials, other employees, media representatives, civic groups, and the general public.
- Organizational skills and the ability to work independently.
- Must be able to effectively use email, internet, calculator, and Microsoft Office Software.
- Solid work ethic, good public appearance, and a positive attitude.
REQUIRED EDUCATION AND TRAINING:
- Bachelor’s Degree in business; or minimum of three years of city, county, or other government experience; or minimum of three years of similar financial experience.
The Riverside City Council held a special meeting at 6:30 pm on Monday, January 30, 2012 at City Hall with Mayor Bill Poch requesting roll call. The following council members were present: Ralph Schnoebelen, Nate Kasdorf, Kevin Kiene, Chris Kirkwood, and Robert Schneider, Jr. Motion by Schnoebelen, seconded by Schneider to approve the agenda. Approved 5-0.
The employee committee presented the top two choices for the Maintenance Worker 2 position. Schnoebelen moved that Mayor Poch call Applicant #1 and offer him the position at $21.63 per hour, seconded by Schneider. Approved 5-0. Mayor Poch called for a recess at 6:40pm and he called Applicant #1. Mayor Poch resumed the meeting at 6:49pm and announced the candidate had accept the position. Motion by Schnoebelen, seconded by Kirkwood to approve Resolution #01302012-1 Hire Personnel for the Maintenance Worker 2. The person hired is Ron Hembry and he will start at the end of February, 2012. Roll Call: Ayes: Kirkwood, Kiene, Kasdorf, Schnoebelen, and Schneider. Approved 5-0.
The Council discussed the Deputy Clerk job description and job posting. There were a few changes made to the job posting. Motion by Kirkwood, seconded by Kiene to approve the job posting with the approved changes. Schneider asked about updating the job description for the handbook. Kirkwood amended her motion to approve the updated Deputy Clerk job description and the job posting. Kiene seconded the amended motion. Approved 5-0.
Tim and Mary Ruth requested a letter of support from the City in their attempt to obtain a grant from the Rebuild Iowa Program. The Ruths are considering building a zero lot line home on the lot owned by Tim’s dad, John Ruth, at 150 West First Street in Riverside. Motion by Schneider, seconded by Schnoebelen to approve Resolution #01302012-2 In Support of Tim and Mary Ruth’s Application for Funds from the Rebuild Iowa Program. Roll Call: Ayes: Kirkwood, Kiene, Kasdorf, Schnoebelen, and Schneider. Approved 5-0.
During Council input, Schneider asked about the radar speed sign on Highway 22 and banners for the poles downtown. Kevin Engel explained that the radar sign flashed at 25 mph because the speed limit changes to 25 mph at the next block. Missy Carter explained that the two locations for the signs were approved by the Iowa Department of Transportation (IDOT) and the City has IDOT permits to have the signs. Kasdorf, Kirkwood, and Schnoebelen thanked Engel, Carter, and Bryan Lenz for the good job they are doing while being short-staffed.
Mayor Poch adjourned the meeting at 7:26 pm.
